Europe built its own rocket because a satellite you cannot launch is a satellite you do not control
When the European Space Agency was formed in 1975, one of its first objectives was a European launcher, on a blunt piece of reasoning ESA still states plainly: no launcher means no independent access to space, which means no space programme. Ariane 1 first flew from Kourou on 24 December 1979 — and was the first launch vehicle designed primarily to put commercial satellites into geostationary orbit.

The dependency problem
A country can design, build and pay for a satellite and still not control whether it flies. Launch slots are granted, priced and scheduled by whoever owns the rocket, and they can be delayed or declined for reasons that have nothing to do with the payload. ESA's founding logic followed directly: without a launcher there is no independent access to space, and without independent access there is no programme worth the name.
A first flight that did not go smoothly
The first Ariane flight was scheduled for 15 December 1979. In front of a large audience at Kourou the countdown reached zero, the motor lit — and went out. The fault turned out not to be serious and the launch was rescheduled for 23 December, then bad weather and further small problems pushed it again. Ariane 1 finally lifted off on 24 December at 14:14 local time, carrying CAT-1, a technological capsule powered for only eight orbits whose purpose was to report on what the new rocket did to its payload.
Built for a market, not a race
The choice that made Ariane durable was commercial rather than political. It was the first launch vehicle developed with the primary purpose of sending commercial satellites into geostationary orbit — the orbit communications operators actually wanted — rather than as a by-product of a national prestige or missile programme. That decision gave Europe a launcher other people wanted to buy rides on.
